In consist with government policy of socio-economic equity, the Royal Govt. envisaged AMEPP in October,
2005 with the loan proceeds from IFAD. It was envisaged to further alleviate poverty since the eastern
regions remains the poorest in the country. It involves numerous poorer and isolated stakeholders in the
seventy geogs in six eastern Dzongkhags in its developmental interventions. It will cover directly or
indirectly 23,000 households of poorer households, with women getting significant contributions from the AMEPP.
The program activities are grouped into components or set of interventions which are as follows:
I. On-Farm Production
II. Market and Enterprise Promotion
III. Rural Financial Services
IV. Infrastructure Development
V. Management and Facilitation
Cost and Funding
The total program cost is USD 19.6 million, of which USD 13.9 million will be funded by an IFAD loan.
RGOB will contribute USD 3.1 million and SNV a further USD 1.6 million. Beneficiaries are expected
to contribute voluntary labor with a nominal value of USD 1.0 million. About 50% of resources will
be devoted to infrastructure development. On-farm production service will draw about 12% while
marketing/enterprise support will require about 14% of funds. 7% of resources will be used to
support BDFC, principally through a revolving fund credit line. Management, including the use
of special funds, will require 16% of program funds.
